Welcome to East Valley Operations we are here to serve.


The County Schools' operated special education programs provide service to school districts on behalf of students with exceptional needs. Programs include a wide range of services to meet the needs of students and their families from birth through 21 years of age. Three regional offices, Desert/Mountain, East Valley and West End, work in cooperation with local Special Education Local Plan Area (SELPA) staff and participating districts to coordinate services for the students served by the department. By working in collaboration with other agencies, the department maximizes the support offered to students and their families.


Early Start Program

The Early Start program provides in-home and center-based services for eligible infants and toddlers and their families. The early start program is Part C under the federal special education law. Prior to the age of three students are referred to their home districts to determine eligibility for Part B special education services which run from 3-21. We serve the birth to three population residing within the Colton, Fontana, Rialto,  Rim and Yucaipa school district boundaries.


First CLASS Program

The First Children’s Learning and Support Services (CLASS) program is designed to provide speech therapy  to preschool students age three to five. We are currently serving this population in the Rim of the World school district only.


Special Day Classes

Special Day Classes are offered to provide services for children with mild/moderate disabilities as well as children with moderate/severe disabilities, in accordance with the local SELPA plan.


Designated Instruction and Services

These are related services designed for children who are eligible for special education programs. Examples include: speech therapy adapted physical education, and occupational therapy.
